Dear All,

Here are the latest updates from the Smart Meter Device Assurance Scheme.

For more information on any of the items covered in this newsletter please contact SMDASO@talan.com.

Current activities

SMDA Organisation Certificates Manufacturer Pack testing

SMDA is pleased to confirm support for Device submissions having either Manufacturer Pack (MP)1 or MP2 Certificates.
These Organisation Certificate Authority (OCA) MP contain digital Certificates for organisations and Devices participating in the GB smart metering ecosystem.
  • MP1 is the original MP containing the first-generation Smart Meter Key Infrastructure (SMKI) Certificate chain and security configuration.
  • MP2 is the replacement/next-generation MP containing updated SMKI Certificates and trust chains.
MP2 is intended to extend smart metering Device trust and operational viability beyond MP1 by enabling Devices to remain securely trusted and operational into the late 2030s or early 2040s, depending on Certificate issuance timing.
To submit a Device for testing, or additional information, please contact
SMDA Sub-Committee representative seats
There are currently vacancies for representative seats on the SMDA Sub-Committee (SMDASC):
  • One Other SEC Party Display Manufacturer role
  • One Other SEC Party ESME Manufacturer role

Developments

SMDA Test Script and Specification changes

Each year, SMDA reports any Test Scripts or Test Specifications changes made as part of the SMDA’s strategy to keep Parties informed. In the past year, one significant change was made to the SMDA test pack: the reinstatement and update of two previously retired Future Dated scripts in August 2025:
  • SMDA-1582 Future Dated – GSME FD & Modify – SRV 1.1.1 (Tariff Update) & 1.2.1 (Price Change) – GCS01a & GCS02b
  • SMDA-1573 Future Dated – ESME FD & Modify – SRV 1.1.1 (Tariff Update) & 1.2.1 (Price Change) – ECSO1a & ECSO2b
Minor changes were made to the November 2021 SEC Release Test Scripts to resolve issues identified during the Test House User Entry Process Tests (UEPT) in April 2026:
  • SMDAN21-4 SRV 11.4 – Update Firmware – PPMID – GBCS CS05c
  • SMDAN21-5 SRV 11.2 – Read Firmware Version – PPMID – GBCS CS08
SMDA June 2026 SEC Release changes
The Scheme Operator (SO) has determined that no changes to the SMDA Test Specification or Test Scripts are required to align with the June 2026 SEC Release.
For details of the latest testing Baseline please refer to the SMDA June 2024 SEC Release Baseline available on the SMDA website.
SMDA November 2026 SEC Release changes
The SO has determined that no changes to SMDA Test Specification or Test Scripts are required to align with the November 2026 SEC Release.

Looking Ahead

Parse and Correlate (P&C)

SMDA currently uses P&C v3.0 in testing and will review the latest version (v5.0) to assess potential upgrade options.
P&C is the software provided under SEC Section H11 that allows users to validate and interpret smart metering messages in line with the DCC interfaces and specifications. It ensures that Service Request messages sent to Devices are correctly understood and that returned messages can be interpreted by user systems.
DCC Connect Migration – Planned 2027
The SMDA Test House is working with the DCC on the migration from a physical DCC User Gateway Connection for accessing the DCC test environments to the cloud-based DCC Connect platform which would provide the same services. The following timescales are planned:
  • Target cutover commences from Gamma connection: November 2026
  • SMDA Test House migration planned: Q1 2027

If you wish to submit any feedback or questions, please contactSMDASO@talan.com. This can include testing issues that manufacturers would like to raise for discussion.

Best Wishes
